ELI (Executable Legal Infrastructure) turns regulations into structured, versioned, provenance-backed obligations that agents — not just lawyers — can consume.

We're launching the first two capabilities:

Obligation Discovery — maps the law that applies to a given agent

Web interface or API, either way the agent spec takes almost nothing to create.

The problem

Agents know a lot about the situation they're in. The customer, the transaction, the conversation history, what tools they can call, what they're about to do next.

What they don't know is whether any of it is legal. Which law applies to this action, what obligation it creates, what fact triggered it, and what changed since the last time anyone checked.

That information exists. It just lives in regulations, in outside counsel's head, and in a compliance team's backlog — never in a form the agent, or the system around it, can actually query. So teams either slow down and route everything through legal review, or they ship and find out later.

We built Carver ELI because we kept hitting this ourselves, watching agents go into production with no idea what jurisdiction they were operating in.

Compliance tooling, governance frameworks, and security certifications all do real work. They just weren't built for the legal aspects of something that ships weekly, serves five jurisdictions from one web form, and is now operating in areas like hiring and lending where the rules took a hundred years to settle.

What ELI does

Describe your agent — what it does, who it talks to, what data it touches, where it operates. ELI maps that spec against the regulations that apply, then tells you:

The law that applies — the specific statute, rule, or regulation, not a category
The obligation it creates — what the agent is actually required to do (or not do) as a result
What triggered it — the fact pattern in your spec that pulled this obligation in
What it costs if you get it wrong — the liability exposure tied to that obligation

Every result is versioned and provenance-backed, so when the underlying law changes, you know what changed, when, and which of your agents it now touches.

Two capabilities, launching now

Obligation Discovery maps the law that applies to a given agent — turning "we operate in five jurisdictions" into a concrete, queryable list of what applies to this agent, doing this task, with this data.

Liability Assessment prices the exposure — so "what happens if we get this wrong" has an actual answer attached to it, not a guess.

Both are available through the web interface or the API. The agent spec itself takes almost nothing to create.

Why now

Agents are shipping into domains — hiring, lending, healthcare, financial services — where the regulatory frameworks took decades to settle and are still actively evolving. SOC 2 proved an agent behaves the way it says it will. Nothing proves it's operating legally. That's the gap ELI is built to close: not another governance checklist, but legal infrastructure an agent can actually query before it acts.
